But this is not something that I am clear about at present and the requirement may indeed depend on decisions made by the developers. Scaling up seems a pretty bad idea, so I am assuming you can optionally provide the larger sizes too. They recommend certain sizes and also show the maximum they will be scaled. It is my understanding that Windows 8.1 can optionally scale some icon sizes in certain situations.
